Annual General meeting and ordinary meeting.
It is hoped to combine our meeting with the LVACA one evening in
mid April.

The meeting was reasonably well attended.
There were no rule changes and no changes to the officers currently
in post.
Fees will all remain as they are.

Minutes of Delegates Meeting 9th September 2004
Rifles PH Enfield lock 8.00pm
Present: There were 12 present and the following member clubs were
represented.

1.Previous minutes
.The minutes had been previously circulated and
Lee Division proposed and Kings Arms seconded that they be a
true record.
2.Accountant's Report
Sales
Indiv season tickets adults 87 compared with last year 93 6.5% drop
Con 135 139 2.85% drop
Day tickets to end of August £7068 against £6456 a 9.5% increase
but still well down on 2002
Club tickets £11530 against £12474 7.6% drop. More unsold tickets
are expected to be returned bringing the figure to around £10,000 against
last year's final of £11862.16% drop.
The estimated loss for 2004 originally stood at £10,290. After the BW
once off for 2004/5 rent reduction the loss was re calculated at £6040.
Now it would appear we are destined for a deficit of around £3090 plus £2000
special payment towards the Feildes Weir project.
Our current licence with BW expires in March 2006. At the last meeting
I reported that I had agreed a once off yearly licence for 2004/5.
This financial year there will be 75% of this reduction reflected in
our accounts.. A fresh agreement will have to be renegotiated for 2005/6.
Our two bailiffs are experiencing mixed fortunes from day ticket returns.
Tom is £1125 up on last year (28%) whilst Dave is down £514
on last year (23%).
3.Website
The web site is now up and running but still incomplete
and hopefully will be completed by the end of December. The incomplete
web
site can be found on
www.lee-anglers-consortium.co.uk with some up to date news included.
The secretary requested the meeting for any photographs or
news they have for the site.
4.Mobile Phones
Last meeting it was reported that there had been a change in tariffs
resulting monthly bills escalating from £30/40 to £60/90. Tariffs were renegotiated
with bills of around £30/35 but recently the charges have been around £50.
5.London Olympics Bid 2012.
There was nothing to report on this.

Matches
OAP/Disabled match Wednesday August 4th.
64 fished the match on a warm day with some good individual fish
recorded. The weights and winners were read out and the secretary
thanked all the helpers on the day and the RSA AS for letting
us use their club room as headquarters. One club had made a
donation
to wards the cost of the match.
McMullens Championship Sunday Oct 3rd
The secretary confirmed that the match would be at Enfield
and all clubs had been notified. He is also awaiting a letter
of confirmation
from Ian Kendall, LVRPA for the use of the field ( Rammey Marsh)
as a car park subject to the gate being manned. The secretary
appealed for any assistance concerning scales and weighing
officials. Preferably
2 scales persons and one set of scales for each of the 5 sections.
It was reported that it is more than likely that Zander may be
caught on this match. The meeting was reminded that pike are
not allowed
but there was no rule to cover Zander if such a situation arose.
Civil Service proposed and seconded by Lee Division that Zander
be banned from the match. The motion was carried 5 votes to

Fishery
7.Lee Park Way
The secretary had written to the Parks Fishery Manager, Gary
Smith providing the LAC's insurance details but there has been
no reply.
The licence expires in March 2006 and a decision will have to
made whether we renew the licence.
8.Fish Stocks
There has been little seen of the carp restocked last January
and December. The EA are continuing to undertake regular
surveys along
the same stretches of the Lee Nav. Last week's survey saw
the Dicker Mill stretch with few fish but Enfield, Ponders
and Picketts
results
were a lot higher than previously recorded. It was reported
that the Enfield and Ponders End had both produced good roach
for
those who have not forgotten their hemp, tares and berry
skills. The secretary
was personally surprised with the quality of the roach at
Ponders with the odd roach touching the pound mark. At the
start of the
season bream to 11lbs came from Feildes Weir and Dave reports
chub to 1.5
lbs showing in the weir. They have not been seem for some
time. The Anglers Mail carried a an article last week of
a Mike Faulkner
taken
a pb carp of 40.01 lbs. It states that some of his carp have
tags but he has no idea where they come from.

Crayfish and the future
The joint project under the auspices of the LVACA got under way
some weeks ago and many problems have had to be addressed.
Dave Anderson
has done his best but in the end he had to suspend operations
until the cooler weather returned. It still looks extremely
doubtful
whether the scheme can be self financing. Illegal trapping
is now occurring on a regular basis but nothing is from an
organised movement.
It is important that more LVACA member clubs join the scheme.
10.
Cormorants
Nothing new to help fishery of a linear nature like the Lee but
with the sudden resurgence of roach on the middle Lee one dreads
to estimate
the impact these birds will have in the coming months.
11.Illegal fishing
This has not been such a problem this year up but is still occurs
and EA assistance is required. The Police have not shown any
interest since the swans have been left alone. Response from
the EA always
is a little too late with the illegal person already having left
the site. LAA officer John Sullivan reported in the local Guardians
his concerns regarding poachers. He is neither a spokesman for
the LAC or a Lee Navigation bailiff (apart perhaps for the LAA
stretch
at Rye House) but his publicity did know harm. The secretary
had been contacted by BBC London radio who wanted to interview
him.
12.Fishery Action Plan Lee Catchment.
The final document should shortly be available for public information.
It is now important the we do not lose sight of the various issues
raised for examination. As part of the publicity the secretary
was interviewed for three slots on BBC5Live 'Fish' programme
but unfortunately
they recorded over the first edition and have yet to come back
to repeat the interview.
13.FAP Fish Refuges
A second tranche of fish refuges was installed at Enfield. We
have been very lucky to secure these refuges from the EA bearing
in mind
their limited finances available for such schemes.
14.Feildes Weir Project.
It is believed that the Groundwork have finally submitted the
joint scheme to the EA for approval. There has also been some
hiccup with
the responsibilities for ongoing maintenance of the scheme once
complete. However, the secretary is hopeful he has sorted this
problem out.
15.Hertford Platforms
Yes at long last we have a success storey to report. BW has finally
installed 14 platforms at Dickers Mill. This was despite the
NABO allegedly trying to get all resident Hertford boats to write
in to
BW to get the project dropped. Fortunately BW stuck to their
promise and we must be very grateful to Louise Fishleigh, BW's
Recreation
Officer for getting the scheme finalised.
16.Overhead Pylons
Despite constant reminders to BW there has been no progress on
the promised pylon cables risk assessment to be carried out by
National
Grid safety officers. This item has been highlighted in the Lee
FAP and the secretary has had some initial discussions with NAFAC
concerning
the position they hold by sitting on the Overhead Cables Committee.
17.Insurance
All of those clubs who have still to send their list of members
with LAC membership numbers need to complete to maintain the
validity
of our insurance cover.
18.Dog Foul Waste Bins
The secretary had received a BW,s press release that they are
to install 1000 new bins across the country. The bailiffs reported
that
20 are to be installed along the Lee and the first have been
seen at Ponders End.
19.Government Row
There had been a report that the residents of Government Row
had been approached by BW to take a licence on BW land abutting
the river
and in front of their homes with a review to using the land for
additional garden etc. The secretary had contacted BW and he
an email refuting
the idea and was basically called a malicious rumour. T.Rowley
will try to get a copy of the apparent correspondence.
20.Any other business
Several questions were answered from the floor.
Kings Arms raised the problem of access to the 'Meads' below
Hertford Lock.
It was recalled that previous discussion had taken place with
Thames Water/EA but the matter had never been concluded. D.Anderson
agreed
to raise the matter again with his contact at Thames Water.
